A specialized committee comprising representatives of 6 government agencies, the Ministry of Social Affairs & Labor, the Ministries of Health (MoH), the Ministry of Interior (MoI), Ministry of Foreign Affairs, the General Secretariat for Planning, and the National Committee for the Prevention of Human Trafficking, has put in place new regulations to amend labor market conditions and fix the imbalances, Al Qabas reported
A report issued by the committee revealed that the strategy relies on encouraging economic activities to expand projects that rely upon technology more than manpower to reduces the need for more expatriate workers and increase productivity
The report stressed increasing the number of Kuwaitis in the private sector by encouraging employment programs for national workers.
According to the report, the state seeks to control the inflation of the workforce in the government sector, by adjusting their numbers according to international levels, adjusting employment standards through transfer programs, and encouraging young people to work in the private sector.
The report showed the relevant authorities’ tendency to support Kuwaiti craftsmen with incentives to make them competitive, especially in government procurement and support for small and medium enterprises, by addressing operational obstacles and providing material support and administrative facilities.
Regarding the recruitment of new arrivals, the report concluded that government agencies have already started implementing the system of accreditation of academic qualifications as a condition for renewing work permits and not allowing the issuance of any professional title except through previous accreditation from relevant authorities. This accreditation system has been applied recently to engineers and 20 other professions.
According to the report, it is decided that the state authorities will control the process of granting commercial licenses for investment activities and link them with the necessary academic qualifications, in addition to developing a system that allows the registration of workers in the private sector on the project guarantee, for a period not exceeding the period of its implementation, with the inability to transfer that labor during the continuation of the project.
Specialized companies for domestic workers
According to the report, the state authorities intend to go towards establishing companies specialized in providing various domestic services and a system of family services and legalizing the direct recruitment of domestic workers by citizens.
A responsible source in the Public Authority for Manpower told the daily that workers registered with companies in violation of the Labor Law cannot amend their conditions through personal review of the Inspection Department of the Employment Protection Sector.
He stated that the authority had recently transferred 3 files to the Public Prosecution, containing hundreds of labor cases, and suspicions of trafficking in residences, some of which are currently being investigated, and others have been referred to the judiciary.
