Arabic local newspaper Alrai reported that Acting Undersecretary of the Ministry of Education, Faisal Al-Maqsid issued a circular regarding the procedures to be followed for non-Kuwaiti employees who left the country and were unable to return to work after the end of their leave due to the flight ban.

With regard to employees who are not subject to the school holidays system, the employee who left the country on periodic leave before March 12, 2020 and was unable to return to work due to the flight ban, is considered during the official holiday and rest days decided by the Cabinet and is entitled to his salary during the period of work suspension. It is also permissible for him, after the end of work suspension in government agencies and the continuing impossibility of returning the employee who left the country to start work, to request granting him periodic leave within the limits of his balance, and he may request granting him one of the legally prescribed leave, including the special leave without pay, with a maximum of fifteen days. The leave request may be made by telephone or by any other means. In the event that the conditions for granting any type of leave are not met, the employee is considered cut off from work with a compelling excuse and is not entitled to his salaries pursuant to the wage-for-work rule.
